Think you see animal cruelty? You may be surprised what is legal and what is not.
Rights for are not included the U.S. Constitution so it falls primarily to the states, counties and cities to create and enforce their own animal protection laws. This includes animal cruelty or neglect towards animals, as well as, violent acts committed by animals towards humans. All laws treat animals as property and therefore legal protection for them is less than for humans.
Federal laws include the Animal Welfare Act, 1966, which focuses on warm blooded animals used in animal research facilities, protections against the use of interstate shipment of animals, or animals used in illegal fighting ventures.
